Confirming H’s alert, I offer the following:

On Friday and Saturday evening, late (8-7-09 and 8-10-09), I intercepted the following on my scanner on inter-agency ops frequencies. This is from Nampa, Idaho.

From roughly 10 PM each evening until roughly 2-3 AM the next morning, a variety of communications were taking place that included Nampa, ID PD, Caldwell, ID OD, Idaho State Patrol, at least 1 paramedic agency, personnel from the Boise airport, local railroad personnel in Nampa, ID, Canyon county Sheriff and obvious military assets (legitimate or not I could not say). At first the organization and running of this was obviously not local LEO, but a commander and the underlying military or whatever personnel they were, taking orders and implementing what they were told.

Later, when it seemed to be wrapping up, I heard the mil confirm on air that control was as of then being turned back over to local LEO.

I heard the mil HDQ talking and field mil personnel, as well as interaction between local LEO and the mil personnel. Mil units were identified as units 50 and 51 as I recall. The various folks involved were at such locations as the local Nampa, ID rail yard, the local Nampa, ID little airport, I think at the Boise airport and various other locations. At one moment an operation of whatever type had to do with closing gates and I think that was regards Gowen Field, which is the Boise metro area Air National Guard facility.

There were a number of incidents all of the various players interact ted about such as a murder, a couple of beatings, a woman very sick who was screaming and indicated she was dying; the paramedics involved communicated about her with Mercy Medical Center indicated her condition and that she was totally yellow in color, pulse rate, breathing, eye condition, etc. A break in was covered at a retail store, checks on what were seemingly actors playing the role of folks just walking around on the streets, a couple searches for 2 people that whoever this was carrying on this exercise determined needed to be stopped and checked out, why were they out walking, stuff like that. One incident involved a large knife, another a gun and the sound of it was described by whomever it was doing the talking that is sounded like a Glock 9mm.

Let me note for you here that NOTHING like this manner of communications ever happens here in Nampa, ID. Further, after years of listening, no actions or communications such as this have I previously heard. In the years I have been listening, no local LEO communication has ever involved large a large knife being involved in a confrontation or a gun having been fired; let alone the gun's sound being described. We simply do not have these sorts of issues in Nampa, ID, thanks be to God. This is a very small relatively rural little community and such crime as several of these so called incidents that were being given attention to in this drill or whatever it was, simply do not happen here.

At one time a voice came on the air that was part of the mil portion of these communications and the voice was obviously foreign and I am not able to say from where, but it was Czech sounding or something like that.

When whatever this was concluded, the frequencies being used returned to what has been their norm for as long as I have been listening which is several years. They just went quiet and, I assume, all parties returned to whatever their standard freqs are.

IMHO, this was a practice drill that certainly has similarities to much if not everything H sates in his alert. Though I monitored, there were no such communications evening of 8-9-2009 going into early this morning 8-10-2009.

That’s it.
